CALCULATE(
COUNTA('*Raw: All ARA Users Tables Appended'[CONCAT 4 Columns]),
ALLEXCEPT('*Raw: All ARA Users Tables Appended'[CONCAT 4 Columns]),
)

Many thanks, ALLEXCEPT resolved it. At the end it looks like this:
COUNT 4 = CALCULATE(
COUNTA('*Raw: All ARA Users Tables Appended'[CONCAT 4 Columns]),
ALLEXCEPT('*Raw: All ARA Users Tables Appended','*Raw: All ARA Users Tables Appended'[CONCAT 4 Columns]
))
