How sort zero like the biggest value in matrix? I need show 1 to 100, but 0 should have shown on the bottom like bad(red) values, not on the top like good (green) values. Also I should not hide zero-values and replace them something like "999999".

Based on my test, you can refer to below steps by using the “Color by rules” function:
1.I have entered some sample data to test for your problem like the picture below:
2.Create a Matrix visual and add the related fields, use the “Color by rules” function and set the format like the picture below.
Now you can see the result.
