How do you manage effective dates using slicers?

Hello and thanks in advance for your help!  I am working on a project where I have a ton of effective dates that span multiple months.  I need to be able to use a slicer to effect a measure to include effective dates that might not necessarily be within the date range the user decides on.  

 

For example I have the following effective dates:

 

Effective Start|End Date

6/1/2023|8/1/2023

8/1/2023|2/1/2024

2/1/2024|end of time

 

The user selects 7/1/2023-9/1/2023.  I would need to see records effective from 6/1/2023 through 8/1/2023 in order to show the related records that user is asking for.  

Can this be accomplished with slicers and measures?
