How do I verify the content of a column based on a number of most frequent values?

My goal is to create a measure that writes a 1 or 0 in a separate column.

 

Measure function: 

Filter out all employees from a project who are not in the same office as the project manager. In the example, employees with ID 3 and 10 would be kicked out.
