I have this old line chart I'm trying to duplicate. Currently I'm drilled down to the Month level and it's only showing the year on the X axis.
On my second visual I have it drill down to the same level (Month), but it's showing the entire Hierarchy in the X axis and I don't want that.
What do I need to do so my second visual is only showing the Year like the first one?

Every level of the drill will show the previous + the current hierarchy level...
But
It can be organized much better.
You need just to switch off "concatenated labels"

My recommendation is to avoid texts in dates axes and use just numbers .
This method will reduce the number of pixels on the date axis enhances the readability and comprehension of the visualization, as users are already familiar with standard date formats. This space-saving measure allows for a cleaner and more effective presentation of data.

"Expand next level" is showing the previous:
the action "show next level ", not:
According to the axis type that @TomMartens suggested the selection available only on the highest hierarchy level :

Both charts in my example are drilled down to the same level. If every level of the drill will show the previous + the current hierarchy level then why does that not happen on my first chart? There is apparently a way to do it because my first chart is doing it, I just don't remember because it's been so long since I've made it.

It looks like what is happening is that when the Auto Date/Time setting is enabled my line chart appears like my first example. When I create a custom Date Hierarchy it appears as my second example. Looks like this is an artifact of using Auto Date/Time that doesn't also happen with manual Date Hierarchies.

check the type of x-axis on the 2nd chart, it should be set to continuous:
