How can I create one colour measure for all measures?

Attached please find the .pbix file. I have two measures, [x1] and [x2]. I currently have the following DAX expression:

 

Colour =
IF ( [x1] > 3, "Red", "Green" )

 

I'd like to be able to also include the measure [x2] in the above expression without creating a sepeate measure. Is this possible?.

Colour =
  SWITCH(TRUE(),
    [x1] > 3, "Red",
    [x2] < 45, "Red",
    "Green"
  )

I just tried using your suggestion. I made a small change so I have:

Colour =
SWITCH(TRUE(),
[x1] > 3, "Green",
[x2] > 7, "Green",
"Red"
)
 
However I get the following:

The colours yielded for x1 seem fine but x2 has green showing for (x2=4,y2=6).

@HamidBee Switch your x2 and x1 lines.
