I want to create a measure in Which i can divide the total value by the sum of all values. For example for
00--05 I want to divide 75518/ by the sum of 00-05 through 121++
So for the first one of 00--05 it should be 9%

You need to select and unpivot columns as below in 'TransformData' and click 'Close&Apply'.
Then you can apply these new fields into the matrix as follows:
You can also create a new measure and apply it to the 'Values' of Matrix
Measure = SUM('Table'[Value])/CALCULATE(SUM('Table'[Value]),ALL('Table'[Attribute]))
