How can I create a column that displays the row after it?

I am trying to create a column thats values are from the previous row from the column next to it.

I have years, and an amount done for each year. I would like the goal for each year to be the amount that was done the year before. For example: 

FY Year	Amount Done	Goal for Year
10/01/2023	142	523
10/01/2022	523	624
10/01/2021	624	633
10/01/2020	633
11/01/2023	421	412
11/01/2022	412	942
11/01/2021	942	421
11/01/2020	421
