So i have two columns it look something like this:

And if i have other values in the same row i want to change background color to red.

Please check the below picture and the attached pbix file.
1. create a measure like below.
Color format measure: =
IF( SUM(Data[Column1]) <> SUM(Data[Column2]), "Red")
2. each column, click down arrow, and then select Conditional formatting -> Background color
