I'm looking to see if the below expectations is a possibility in Power BI:
As per the image - when I selected "Closed" from the status visual - priority visual shows the number in light color rather than the solid orange color - is it possible for the number to appear in solid orange?

You can enlarge the visual.
Or you can reduce the font size of the numbers.
Open allows labels to extend beyond the boundaries of the shape they are in. Keep in mind that these will only appear if there is enough room in the visual.

Are you trying to modify Priority visual to show numbers in solid orange instead of the default light color? Something like this?
If so, you can change it directly in the Format panel.
Format-->Visual-->Data labels-->Value:
If the above one can't help you get the desired result, please provide some sample data in your tables (exclude sensitive data) with Text format and your expected result with backend logic and special examples. It is better if you can share a simplified pbix file. Thank you.

Appreciate your response. However, I'm looking to have the highlighted number appear on the solid orange bar on X-axis.
Also, is it possible to have the highlighted number appear on the solid orange of the bar on X-axis and the remaining number which is (5589-4985 = 604) 604 to appear on the light orange bar on X-axis?

It is possible to display the highlighted number on the solid orange color of the bar on the X-axis:

Unfortunately, however, the remaining numbers cannot appear on the light orange color of the bar on the X-axis.

Your solution to moving the number "Inside Center" works however the other numbers are not readable at all. What setting or changes do I need to do in order for the numbers to be inside the center and also readable?
