Hierarchy RLS

Hi! 
I am a beginner user in Power BI. 
I have the next problem
I have alredy done a hieralchy RLS but I have thw problem with one user. The scenario is the next one

I have counstructed the hierarchy with path function and it works correctly if I don't consider the Country of user 3.
The problem is User 3 see all their customers and user 4 can see just one customer from user 3 who is "up" from the managment rol. 
I have tried to "duplicated" the data  separeting the User 3 in User 3 A (Just country customer) and User 3 ALL, that's works in the RLS for every user but not for the USER 1 who see "duplicated" info.

I have tried to explain the situation as best as I can. I hope you undersantd
