what I would do probably is to ask the user what his resolution is and design it based on user's resolution. If he uses smaller one, I would also make everything smaller with predefined exact pixels, and fit as much as possible in the least amount of pixels.

Here are few things you can consider:-- Use Grid & Snap Alignment (View โ Enable Gridlines + Snap to Grid) (If will align visuals as per the grid)
- Group similar elements (e.g. select Icon, Text, box, cards then right click and group)
- Define cavas size manually by adding custom height and width dimensions (Avoid fit to page)
- Lock the visuals once you finalize their position (Format - Lock Objects)
