I wonder if is possible to hide a text box based in the value of a measure.

You can overlap the textbox with a shape rectangle and set its Fill transparency to 0 based on measure value. Please follow the steps below:
1. Overlap the textbox with a shape rectangle. Only fill should be enabled, Background and border must be disabled.
2. Create a measure with IF condition - If(specific measure value(condition), "rgba(255,255,255,1)","rgba(255,255,255,0)"). 0 - denotes 0% transparency, 1 - denotes 100% transparency. You can chnage the Hex codesas per your color selection.
3. Put this measure in f(x) of Fill property. Select Field value and select this measure.

we can show or hide the measure value in Text box and visual is transparent it will look like hidden but technically it is not!
