Hide a line chart if there is no value or the values are 0, Reappear if there is value with slicer.

Hi Everyone, 

Is there a way to dynamically hide a line chart? Let's say if the values in y-axis is 0, then hide the chart and make a card appear saying No Values.

In this line chart I didn't have hours so it is 0, there is date in X-axis, is there a way to hide this and show may be no values Card and make it reappear based on the selection from slicer.
