Help with creating a chart

I would like to be able to construct a chart with the following feature:
Below the card is a "question mark" icon

And when you zoom in or click on that icon, a pop-up message appears

What will be the procedure to achieve this? And would it be possible to do it in any image?

Select the visual and go to Properties > Header Icon > Icon. Turn on Help tooltip option. under Help tooltip below, choose, Type = Report Page and pick your tooltip page.
