Help with aggregate Objectives based on locations

Hello all!

 

I am pretty new to Power BI and I am struggling with some basic elements regarding objectives.

 

I have several personnel that have Daily Tasks in different Stores. Each Store has different "Sales objectives" based on the size of the Store (Frequency we call it). And the personnel works randomly in these stores.

 

I don't know how to create a measure/Table that I could use to measure if the aggregate historical objective has been fulfilled by each user. Any ideas?
