Help with YTD Average Calculation

Hello,

I've been trying to calculate the YTD Average for each criteria row in a table (each criteria represents a KPI, there's 32) each criteria has multiple rows in my FACT table.  I want to have the YTD average calculated for each of the measures, based on the month selected.

for example:  user selects July, YTD column updates to Jan-Jun, user selects December YTD column updates to Jan-December

but when I try to add my measure to the table, I'm just getting the current months' values and not an average of anything! 

I've watched linked videos in other solutions but I'm trying to add this value to a table and not create a measure that requires a criteria selection to complete the calculation.

How can I fix this measure to work correctly?

Actual YTD =
TOTALYTD(AVERAGE('FACT'[Actual]), 'DIM_Date'[Date])

So you are excluding July but including December?
