Help with Message to Filter Distinct Count

Hello,

 

I am looking to calculate the number of agents that worked on a ticket each month to ascertain the average number of tickets per agent. I have two measures:

 

Agents Available per Month = CALCULATE(DISTINCTCOUNT('Cases'[Resolved By]),ALLSELECTED('Cases'[Case Number]))
Average Assigned Tickets per Agent = DIVIDE(DISTINCTCOUNT('Cases'[Case Number]),[Agents Available per Month])
 
I wish to filter out any rogue cases when an Agent has resolved <10 tickets within the month however I am unsure what is missing from the first measure to achieve this. I have tried:
 
Agents Available per Month = CALCULATE(DISTINCTCOUNT('Cases'[Resolved By]),ALLSELECTED('Cases'[Case Number]),COUNT('Cases'[Resolved By])<=10)
 
But no luck.

1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
