Help on conditional formatting icons

hi all,

I wanted to apply the icons to this particular visual for %change, but why there was no <=?
Was my formula wrong?

 

Basically, anything below 0% is red icon and 0 & above will be green icon.

Can anyone advice?

You will find the <= in the second option to the right, I have assigned the icons as you needed.
