Help converting Jira logged time to actual time?

When pulling logged time from Jira it comes as a fraction and not a "time" value examples of this are.
00:10 - 10 minutes | Jira pulls and transfers this value as 0.17
00:20 - 20 minutes | This gets pulled as 0.33

How can i change the jira format of 0.17 to bo the correct time format of 00:10

I have the below code which works but it changes it to a "Text" format which means i am unable to SUM the total.

Column = FORMAT(TIME(TRUNC(Worklogs[Time Entry Logged Time],0),(Worklogs[Time Entry Logged Time]-TRUNC(Worklogs[Time Entry Logged Time],0))*60,0),"short time")

I would really like to be able to SUM the total.
