Heatmap on PowerBi

I want to generate a heatmap on PowerBi which shall show me the different states of a country ( US ) and shall navigate ( zoom ) to different cities, zipcodes on selection.

Strictly speaking that's just a map visual you're trying to achieve, not a heatmap (which is more the defintion of a 2-axis table or scatter chart that's identifying particular areas of concentration).
