Is there any capabiltly, within Power BI Desktop, to paste HTML, CSS, or JavaScript?
One possible use case:
We use a Yammer group to announce the release of new Power BI assets. We'd like to embed the Yammer feed directly into a Power BI Report (and possibly pin to a Dashboard). Is there any such visualization or "text box" like option to embed this type of code into our report?

I do not believe that functionality exists. Text boxes, yes, but they do not allow any kind of code. You might search Ideas to see if there is already an Idea out there for this and vote for it, or, if not, create one.
