Grouping in time interval with respect to other data points

Hi all, 

I need help to group together data rows within time intervals, I understand that time intervals can be grouped within set intervals with respect to a start time like every 30 mins group the rows. However I need a solution that allows all the data points within a time frame of 5 seconds with respect to each other.

Eaxmple: if a data point was received at 00:00:01, all other data points from 00:00:01 to 00:00:06 should be ground but any before 00:00:00 and after 00:00:07 shoudl not be. 

any solutions to this would be much appreciated,
