Green points for target met and Red points for target not met

Is it possible to change the data points to green if above target line and red if below target line?

Now make it bar visual with a single measure and use conditional formatting with "Field" option. Change back to Line. Try add line using analytics pane. as conditional formatting might go away with two lines
