The graph I created is only going to 1k. The numbers below 1k are showing 3 digits but when its above 1k it only shows 1k and not the full number.

I think you select "Thousand" in Display units in Data label in Format. Power BI will round the data in thousands, so all your data label will show 1K.
Format > Data label > Display units > None

Please supply your data and file.
With my own test data I can get values >= 1000 and <1500 to display as 1k when the Dislay Units are set to Thousands, but values less than 1000 display as 0K.
