Granularity between two tables issue

Hi

looking for some help on the best way forward to create a report that shows the following by country (and can be filtered by any aspect of the country table);

1. i have an annual rate figure (its not a sum figure but a calculated rate)

2. i have two tables by month

 

So i would like to bring all these together into view, showing by month the measures from the two monthly tables and the single target rate for each country.

my challenge has been around obtaining the correct target figure for the annual target, as it currently keeps summing up across all month periods (for obvious reasons!)

so how to i get the report to show the correct required annual figure per country?
