Goal lines based on filter selection

I have a line and stacked column chart -- where I'm showing data for two sites.  Northlake and Tolleson - I wanted to add goal lines but each has a different goals.  Is there a measure I can use based on site column?

I tried to do a Constant Line, but then both goal lines show and will not hide when only filtering for one site.  any help is appreciated.
