Goal Visual

Hi!

 

I'm hoping to build a visual that tracks how well my client is meeting their goal. I have a row of data with a list of ID's and dates the ID had a code inputted. My data looks similar to below. I know how to make a constant line to show where my goal is, but I'd like to show over time how many ID's had their code inputted. So January 2020 had 6 ID's inputted, but by February 2020, I had 13 if that makes sense. Does anyone here by any chance know what DAX formula I would need to build up my chart?
