Getting the most occurrence of count and not the highest value

Hi,

I have this Measure to measure the "count of request" . Its a Measure thus it is not in any table or column. However i want to find the most occurance value. i.e. based on the table below it should be "7" and not "11". How do i do it?

The expectected would be:

Department	Frequent number of request
LSRD	7
