Get unexpected result when applying filter on the "icon" with conditional formatting

Hi all,

I'm trying to format the range of percentage with conditional formatting. Below is my dataset.

After applying conditional formatting with corresponding range and icon. It shows unexpected result.

For ID 1-4 should show triangle rather than circle. But after setting conditional formatting to number based rule. It works.

@Jacky_Lin , Can you change it to Number from percent and use values like  .1 .4 etc and try
