Get particular cell value in Query editor and fill down to make attribute values

Hi,

Can we get particular cell value in Query editor and put that value on the same row & new column? 

I would like to give attribute info to all relevant rows which is only in 1 cell on top of the table.

As far as I know, we can use Fill.down function once we have a top value but the thing is how we can get the top value from the particular cell in another column.

It is not clear to me what you are trying to achieve.  Please provide sample data that covers your issue or question completely, in a usable format (not as a screenshot).
