Gauge Widget Target Line Callout?

Hello, is there a way to add a label/title to the target line on a gauge widget?

For example, the paced target goal below is 165, while the actual count is 128. Many reps get the numbers confused. Can I add a call out on the target line that displays "Paced goal"?

Doesn't seem to be possible.  You might be able to mitigate somehow by using tooltips and colors
