At the moment I am receiving data from a system where people give a thumbs up or down on the service.
Once they submit the rating it creates a record for "ratings" but then asks them why they provided that rating (optional). If they do select an option for why, it creates a record for "feedback".
At this moment the data is not linked in any way (they're working on this) and so I was hoping there was a way to Merge the two tables using the date/time.
Is there a way to merge based on the time being the same or maybe a minute or two later?

I cannot provide the data however it looks roughly like this:

Ideally I would like Ratings 2 and 4 to link to Feedback 1 and 2 (same location and nearly the same time).
