We have built a centralized data warehouse and advanced dashboards for internal decision-making. We now want to integrate these dashboards into our internal systems.
However, we have strict requirements:
No public or cloud-based services at all.
Fully on-premises deployment only, fully managed and secured internally.
Could you please advise on:

yes, your users need to be part of the AD/ED.
Given your requirements you will want to work with a Microsoft partner near you. This forum is not the right place for legally binding advice.
I think Power BI Server will suit your scenario just search the power bi server documentation for getting full details
