Freeze Row headers and column headers irrespective of slicer selection in Power BI heat MAP

Hello,
I have created Heat map using M_Row and M_Column and VALUE fields and i have multiple slicers on my page . When i do slicer selection it shows only the row header and column headers which has value but I want freez the row headers and column headers how can i achieve this 
Curenlty I am getting like this . Any help appreaciated
