Formatting values ​​in a bar chart

Hey! I have a bar chart showing growth rates from last year. Moreover, I need to do that if the value is greater than 1000 (for example, 1234), it should be written as 123.4 (*10) and, at the same time, the scale in the diagram should be as 123.4. How is it possible to do this?

@Anonymous if you want change label display, I doubt that for tooltip you can create a measure and use

new measure =

Switch( True() ,

[Meausre]<1000 , [Measure] & "" ,

[Measure] /10 & "(*10) "

)
