Formatting Matrix Table

Thanks in advance for the assistance!

I am having a really irritatiing problem, I created a Matrix visual 6 months ago which I had to recreate due to MASSIVE changes in the data source the matrix table looked like this

This matrix was able to display only the fiscal years selected and more importantly I was able to display the sub-totals per costing type. It used no measures or special scripting.

 

The recreated matrix looks like this and I have set every single format setting to the exact same as the original file and I am unable to duplicate the results...PLEASE help!
