Formatting 70% of the Total

Hi Experts,

 

i have column called Spend in $ Value (from biggest to smallest), i just need to have colored conditional formatting says these are the rows which are the 70% of the total, 

 

example : if my total is 100 the 70% is = 70 and i have these value

1- 40

2- 30

3- 20

4- 10

 

so i need to get 40 and  30 to be highlighted

 

hint: i have measure by Total and by 70% 

my real report pic below.

 

can you please advice me what to do in order to get it done?
