Formating rows

Hi guys,

I'm looking for to create something like this in Power BI

I know that measure values can be switched to rows instead of columns. Please note that optimalization doesn't matter and this needs to be in DAX.

The second is to create a calculation group and add a category in the calculation group table if that column does not exist
