Is it possible to only filter certain visualizations on a single page of a dashboard? I am displaying information using maps and would like to be able to display a national average that does not change regardless of if the user has selected a certain state or is viewing the entire nation.

Create a measure, something like:
Measure = SUMX(ALL(table),table[Value])
Display just this measure in a table visualization above your map. Because of the "ALL" command, the value of this measure will not be impacted by selections by the user (the context).
If you supply a sample of your data, I could give you the actual formula you would need.

Thank you for the suggestoin, it worked in this particular instance. It would still be nice to have the option to anchor certain visualizations in future update of power bi
