Filtering Matrix visual

I have a Matrix visual that does a simple count of a column.

The conditional formatting is configured to show the red color and the Lowest/mininum end of the count spectrum.

 

What I can't figure out is how to configure (via the Filter Pane) a filter so it only shows only rows that have a blank/red entry.

 

I tried configuring the Visual count filter so it only showed values = 0 and that blanked out the entire visual so no records were shown.

 

Does anyone know if there's a way to filter based on rows having partial 0 values in this particular case?
