Filter the column based on slicer by dax measure

Hi all, 

I have an excel file where we have employees name column, their joining date column and department name column. For the same person, department has been changed after 2 months. Now I have written a running total measure where to find department wise how many employees count are their. The measure is as in the image. I will share you the excel file as well.

 

 what changes I have to do for dax measure in order to get correct running total for selected department in a slicer.

Do you mean the total in the measure is incorrect?

For total it's getting correct but when I try to slice the total for department vise I am getting networking as 6 and finance as 6 but I need to get networking as 5 and finance as 5
