Filter on data

Hello,

I would need to measure in my excel when was the first and last approval on below data (there might be several approvals, but I'm only interested in first and last)...

The result should be if the first approval was after 4PM and if the last approval was after 4PM.

 

Does anyone would please know if such calculation would exist in Power BI?
