Filter not being ignored when measure is added included

Filter is working when I am not adding total Total NCA PPM (Sales) in the table as shown below. But when I add Total NCA PPM (Sales) into a table, then the visualization ignores the filter and show a lot more other vendor ids.

Can anyone tell me why this is happening please? This is absurd to me 😞
