Filter One Table based on the Report Slicer Inputs from a non-connected table (Virtual Relationship?

Hello - I have a growing data model that displays Item Level data based on several characteristic segmentations that users largely control using in-report slicers. I am trying to make a rudimentary virtual connection between two unconnected tables based on slicers the user selects. Data model screenshot for general reference:

The Item Data table contains a column called Universe that thru slicers allows users to look at any combinations of these categories:

a big problem I am running into is I also have a seperate Brand Lvl Data table, which has 6 similar but different "universe" scopes that must be selected singularly and cannot be combined. I typically have different report pages for Item and Brand level metrics, but for one report I need to be able to display Item Level Data alongside Brand Level Data depending on the user's desired "universe" scope.

I am looking for some sort of calculated column or dynamic measure (have researched USERELATIONSHIP a bit) that functions like a long IF statement where "if user selects item universe A & B, return brand universe C".  This may not even be possible, but here is a rough diagram I have been using to wrap my head around the concept:
