Filter By Exceptions -- Possible?

I have this PowerBI Report pointed to two data sources.  A list of stores and a list of surveys in a One(Store) to Many(Surveys) relationship.  Each quarter, a survey is submitted with a date/timestamp. 

How would I exclude the 'Completed' surveys in the 'Incomplete' list?

Not exactly sure what your data looks like but you may be able to accomplish this using the EXCEPT function. Give it a look:
