Filled map Laos

I'm having troube getting the filled map visualization to display provinces of Laos. 

 

I've pulled data from http://www.statoids.com/ula.html and from https://en.wikipedia.org/wiki/ISO_3166-2:LA but without success.

 

ISO 3166-2 data doesn't seem to correspond with Bing Maps at all. I think there may be different transliteration or something.

 

With the statoids data, I can get the regular map visualization to display bubbles in the appropriate area, which says to me that it is able to correctly parse the location names. However, when I try and use a filled map, I get absolutely nothing.

 

Any help is greatly appreciated.
