Extract from column to column

I need to extract the values of column C19(-) from column GND(2) as long as the cells in column GND(2) are empty, otherwise as in the last row "32" should be maintained.

Thank you very much it worked for me, although the Else box should go GND(2) for the example it showed, then everything is perfect.
