External tool: ”Open Python”

Hi everyone, Im now research about external tool of Power BI, specifically "Open Python". Sine I can not find any documentation, and for some reason, it keep getting erro when I try to install it, could anyone tell me more about it's features?

It would be great if u could support your answer with example, tks u.
