Why don't I have the "external tools" ribbon in my powerbi desktop app? I have the latest version, have tried uninstalling/reinstalling, and the powerbi help pages only direct me to installing the JSON for DAX Studio (ie the external tool I want to use), however I can't find the appropriate place to install the JSON file on my computer for DAX.

I ended up getting the connection by going to powerbi.tips and downloading business opps and adding Dax Studio that way!

I had downloaded the full version, not the portable version. I don't know if it makes a difference but I am on a Surface Pro 7 and I downloaded Power BI Desktop from the Microsoft app store.
if you installed the portable version of dax studio, this option will not be made available to you in Power Bi. Take a look at the step by step download guide https://blog.enterprisedna.co/how-to-install-dax-studio-tabular-editor-in-power-bi/
I installed & also uninstalled/reinstalled DAX Studio multiple times
Have you actually installed any external tool? Try to download tabular editor install it on your computer, close and open power bi then you will see external tool, or Alm toolkit or dax studio any of those.
until you installed those you dont see any external tools option.
